📝 Abstract
The emergence of new technologies and industry developments, trends and new strategies as well as organizations, they have to make to survive in the competitive strategies of the basic and important step in the ongoing development of its human resources, one of these strategies is the degree of employee participation. Thus, the present study deals to study the effects of functional strategies of human resource on employee participation rate based on Armstrong model in higher education center province of Ilam and for the identification of functional strategies of human resources and employee participation has been made. Branch of Solidarity descriptive research method and data collection questionnaire. The reliability of the questionnaire in the pre-test data were reviewed and approved. The research population PNU employees, Islamic Azad University of Medical Sciences, Ilam University and the staff of non-profit centers. Sample size of 281 was calculated for data analysis using spss software. The results show that using spss software strategy between independent variables and employee relations, performance management strategy, Strategy to attract employees, human resource development strategy and the strategy of variable remuneration and employee participation as the dependent variable, there was a significant positive relationship.
