Character segmentation is very challenging problem in the field of Optical character recognition.\nPresence of lower modifiers makes the problem of segmentation even more critical. The problem in the\nsegmentation leads to decrease in segmentation rate and hence recognition rate. This paper deals with the\nhazards that occur in the segmentation of lower modifiers in Handwritten Hindi text. The new threshold values\nproposed to determine the presence of lower modifier in Handwritten Hindi text are explained. A novel approach\nbased on structural properties of the text to segment the lower modifier in Handwritten Hindi text is proposed in\nthe present research work. The percentage accuracy of segmentation of lower modifiers in Handwritten Hindi\ntext is 84.09. The proposed technique for segmentation of lower modifiers will be very useful for the\ndevelopment of Handwritten Hindi Recognition System.
